A 24-year-old woman presented with absence of menses for 6 months now. Urine B-HcG is negative, and she does not display any signs of virilization. Conjugated Equine Estrogen was given for 21 days, followed by Medroxyprogesterone. However, no withdrawal bleeding was noted. What is the suspected condition?
